It is believed this overprint was done by Haitian exiles living in the United States at the time when the government of Haiti led by President-for-Life Jean-Claude 'Baby Doc' Duvalier fled Haiti to Paris, France on a U.S. Air Force plane. This dramatic departure ended 29 years of totalitarian rule by the Duvalier dynasty, first led by Baby Doc Duvalier's father, 'Papa Doc' Francois Duvalier (b.1907-1971). The date printed on the note - 7 Fev, 1986 was the day the Duvalier dynasty's regime ended.
As this is a private overprint by the Haitian people against the Duvalier regime, it is not sure how many pieces were made.
